We do, indeed, use those terms in reverse. Where you use "awareness" in reference to stillness, I use "consciousness". Where you use "consciousness" in reference to movement, I use "awareness". We both then tie movement and perception together in one way or another.
That's the reason why I said that in your vernacular the hard problem is that of awareness. Using your terminology, science can pinpoint consciousness as emergent in brain. But to make the "interpretation of observation" known, it must be "illumined with" awareness. Well, it is, and it's by "design" (or due to its very nature), but as far as science goes, that's pretty much it.
The rest, I would say, is purely a matter of personal responsibility. Ideally, each wave should realize that it is the whole ocean. Not part, not manifestation, but the real deal "in person" (and completeness). I have a hard time to imagine a machine that would be able to do that. Well, except the one which has already formed itself and which we call human.
