It does not have to be someone. Any interaction will do. If that was not the case no one would be able to observe the double-slit experiment. Observation would automatically yield collapsed wave. Ergo, direct participant of the experiment would cause a particular state which they would observe and, if recorded, the recording of the experiment would display the single collapsed state too. None of that is what is observed.

Not necessarily. If you consider that exchange particles (photon, gluon, …) travel at the speed of light, it becomes clear that according to relativity, and from the point of view of the particle, time stops. Such particle lives in an infinite instant at all places where it was, is, and will be. Thus if that “subjective” information were accessible in some manner, neither locality nor cap speed of light would be violated. The whole entangled system would immediately respond to every interaction.

The way you describe it sounds as if you were ignoring a substantial part of that Bohm's quote, “the implicate order is not static but basically dynamic in nature, in a constant process of change and development.” You can slice the world of phenomena into as many layers as you like. The most important thing is that “the slices” are a continuum and not rigidly defined separated layers.
