There is definitely a pretty reliably observable correlation. Though when it comes to actual mechanics, I'd simply say that the state of mind reflects in behavior which then affects even things that may seem unfathomable (e.g. during lockdown the weather calmed down in few weeks and was pretty stable, only to pick up on intensity as we started to shake again en masse in anxious pursuit of worldly idiocies -- the energy of 8 billions humans released by vigorously moving and acting has to go somewhere).
