People are homeless because of people's decisions. Sometimes it's the result of homeless person's decisions, sometimes it's the result of decisions of other people, sometimes combination of both. It's causality. We have the freedom to freely pick from the choices we were presented with. I call that benevolence, and the state of our world speaks volumes about our collective choices.
I would not say that freedom is found in Christ's community, however. Freedom is found behind closed doors, out of sight of others, and without being obvious (see Matt. 6). In other words, in private 1-on-1 with Absolute. What you can find in community, on the other hand, is joy and security. After all, a community, whose members know God and thus perceive each other as equal, simply cannot ignore the fact, and subsequently no one is in need, indeed.
But yeah, in an overall picture, it's certainly less painful for everyone involved when one is generous and does at least try to follow Jesus (even if still only because of faith or belief), than if one is not manifesting the advised qualities at all. The key word is "manifesting" -- intentions only don't change a thing.
