Let me put it this way -- by the time you manage to get T-1 into White House you must have such support (and implied insight) by the members of already established "upper echelons" that you may as well go for more direct and efficient methods. Unless you, too, (somehow) lobby the concept by force and law in which case it will be circumvented.

As for communication. I'm fairly convinced that there are many messages which, without proper filter, are actually counterproductive. Each of us speaks in a very particular symbolic language. So to me transparency is not that crucial. After all, just a single look around is enough -- the results are all around, in plain sight ¯\_(ツ)_/¯

Of course, it's different with e.g. body cams, where you need full and detailed accountability because there is no trust and everyone's default is that participating parties might try to screw each other in some way. But that's just treating a symptom.

And finally, how "to restore severely broken trust." As I said, for me it's not a matter of transparency and accountability. "The one who was harmed" can restore their trust only by forgiveness. And yes, as we are today, there are sadly people in whose cases you can trust only in their obstinacy, selfishness, etc.

I'm not after revenge and I certainly don't want to repair trust in our current planetary socioeconomic system. After all, the system are people swallowed by it to various degrees which is the very core of the problem. (See, above.)

So no, I don't dismiss your idea of a "collective therapist" or using pre-existent channels of communication, I just fail to see how is that not possible right where you are with all you have at your disposal. If conditions are right, the message will stick. If not, no amount of outreach will solve it in the long run.
