It's a double edged sword. On one hand it adds another concept to the process of shedding concepts, therefore it's sort of counterproductive -- it creates expectations when one should have none. People then chase their imaginings of God, consciousness, or emptiness, or they try to have particular experiences they've heard about and which they assume will make them know. Suffice to say, it does not work that way.
On the other hand, such description can serve as a navigation and verification landmark. So yes, it's more or less like trying to explain ice cream to someone who never even saw it -- impossible, but the description itself has its place.
So, for your question -- each of us is always in that state by definition. The actual goal is simply to get rid of that ignorance (concepts, expectations, etc.) and thus allow that "state" to be recognized.
