I'm not so sure -- those shenanigans are the means. Wars happen because of greed: to amass and keep it, you need to have power. And to have power (and keep it!) you follow what the doctor (Machiavelli, Sun Tzu, etc.) prescribed. And of course, there *are* people who are greedy for raw power more than they crave resources.
