First, Buddhism (as all "psycho-spiritual" traditions) is, nowadays, grossly misunderstood even by its practitioners. You criticize this misinterpreted image. Second, there is no difference between bitching about rain and not using an umbrella, or in other words, it's ok to allow a pest to be a pest, but its foolish to not use pest control measures.
